Why Nations Fail

নোবেল পুরস্কারের যে-দুটো ক্যাটেগরির দিকে প্রতিবছর আমার বেশি নজর থাকে তা হলো সাহিত্য এবং অর্থনীতি। এই বছর দুটো বিভাগের পুরস্কারই আমাকে হতাশ করেছে (যদিও, সাহিত্য বিভাগে হতাশার ব্যাপারটা আজকাল অভ্যাস হয়ে গেছে)। সাহিত্যে যিনি পুরস্কার পেয়েছেন, সেই হান কাং-এর মাত্র একটাই বই পড়েছি (“The Vegetarian”) এবং সেই বইটি ছিল গতবছর আমার পড়া সবচেয়ে ফালতু বই। কিন্তু অর্থনীতির পুরস্কারের খবরটা শুনে ঠিক হতাশ নই, হতভম্ব হয়েছি। মূলত দুটো কারণে।

প্রথম কারণটা সংক্ষেপে বলে দেওয়া যাবে। অর্থনীতিতে নোবেল পুরস্কার দেওয়া হয় নতুন আবিষ্কৃত কিংবা আলোচিত কিংবা দিকনির্দেশিত কোনো তত্ত্বের জন্য। এই বছরের পুরস্কৃত তত্ত্বটির মূল বিষয়বস্তুকে বাংলায় একটা লাইনে লিখে ফেলা যায় : একটা দেশ কতটা উন্নতি করবে সেটা নির্ভর করে সেই দেশটির বিভিন্ন রাজনৈতিক, সামাজিক এবং অর্থনৈতিক প্রতিষ্ঠানগুলি কতোটা স্বাধীনভাবে, সক্রিয়ভাবে ও মানবকল্যাণমূলকভাবে কাজ করতে সমর্থ হয়, তার উপরে। খুবই অভিনব এবং এক্কেবারে নতুন আবিষ্কৃত একটি তত্ত্ব, তাই না?

বইটা যখন পড়েছিলাম তখন এই তত্ত্বটিকে শুধু বস্তাপচা বলেই মনে হয়নি, মনে হয়েছিল তত্ত্বটি পুরোপুরি ঠিকও নয়। রাষ্ট্রের উন্নয়নের কারণ খোঁজার কাজটা বহু প্রাচীনকাল থেকে চলে আসছে। আধুনিক অর্থনীতি বলবে, এই অনুসন্ধানের সূচনা হয়েছিল অ্যাডাম স্মিথের জমানা থেকে। কিন্তু কারো যদি কৌটিল্যের অর্থশাস্ত্রের ব্যাপারে মোটামুটি ধারণা থাকে, তিনি সময়টা আরো এক-হাজার বছর পিছিয়ে দিতে দ্বিধা করবেন না। একটু কমন সেন্স থাকলেই বোঝা যায়, রাষ্ট্রের উন্নয়নের পিছনে একটা-দুটো নয়, অনেকগুলো কারণ কাজ করে। এবং সবকটা কারণকেই যে অর্থনৈতিক হতে হবে এমনটা মোটেই নয়।

এই বইটিতে রাষ্ট্রীয় প্রতিষ্ঠানগুলোকে মোটাদাগে দুইভাগে ভাগ করা হয়েছে। একটার নাম extractive, যারা রাষ্ট্রের অল্পকিছু ধান্দাবাজ মানুষের জন্য কাজ করে এবং সংখ্যাগরিষ্ঠ সাধারণ মানুষকে শোষণ করে। আরেকটার নাম inclusive, যারা গণতান্ত্রিকভাবে কাজ করে এবং হাতেগোনা কয়েকজন ব্যক্তিবিশেষের স্বার্থের উদ্দেশ্যে নয়, বরং আমজনতার কথা ভেবে কাজ করে। এই একটিমাত্র অতিসরলীকৃত তত্ত্বকে প্রতিষ্ঠা করার জন্য বইয়ের লেখকরা সাড়ে-চারশো-পৃষ্ঠাব্যাপী ক্রমাগত বকবক করে গেছেন (এবং অজস্র তথ্যকে “চেরি-পিকিং” করে গেছেন)। প্রাচীন রোমান সাম্রাজ্য থেকে আধুনিক উত্তর-আমেরিকার অর্থনৈতিক উন্নতির অজস্র উদাহরণ দেখিয়েছেন। এবং বলতে চেয়েছেন, নৃতাত্ত্বিক কিংবা ভৌগোলিক কিংবা ঐতিহাসিক কোনো কারণ নয়, একটি দেশের উন্নতির পিছনে তাঁদের এই extractive-inclusive তত্ত্বটিই প্রকৃত চালিকাশক্তি।

এই তত্ত্বের অন্যতম বড় ত্রুটি হিসেবে যেটা আমার মনে হয়েছে তা হলো, তত্ত্বটি আধুনিক “গ্লোবালাইজেশন” ধারণাকে সম্পূর্ণ এড়িয়ে গেছে। এই তত্ত্বটি রাষ্ট্রের আভ্যন্তরীণ প্রতিষ্ঠানগুলির কার্যকারিতার কথাই শুধু বলেছে। কিন্তু আধুনিক পৃথিবীতে কোনো দেশের অস্তিত্ব কি স্বতন্ত্র থাকতে পারে? পৃথিবীকে এখন বলা হয় “গ্লোবাল ভিলেজ”। রাজনীতি, কূটনীতি, অর্থনীতি, টেকনোলজি— এরকম বেশ কিছু জাল দিয়ে সমগ্র পৃথিবীকে আষ্টেপৃষ্ঠে জড়িয়ে রাখা হয়েছে। এমনকি কয়েকটি জনগোষ্ঠীর উন্নতি কিংবা অবনতির পিছনে কিছু ক্ষেত্রে সবচেয়ে বড় ফ্যাক্টরটির নাম— “ইতিহাস” (কাশ্মীর কিংবা প্যালেস্টাইন কিংবা বসনিয়ার জনগণের কথা চিন্তা করুন)।

এবার এই বইটি থেকে একটি হাস্যকর উদ্ধৃতির উল্লেখ করি (যেরকম হাস্যকর উদ্ধৃতির অভাব নেই এই বইতে)। আমেরিকা ক্যানো মেক্সিকোর চেয়ে বড়লোক তার কারণ দর্শাতে গিয়ে লেখা হয়েছে :

“Unlike in Mexico, in the United States the citizens could keep politicians in check and get rid of ones who would use their offices to enrich themselves or create monopolies for their cronies.”

লেখকরা সম্ভবত হিরোশিমা-নাগাসাকি, ভিয়েতনাম, কিউবা, ইরাক, লেবানন, আফগানিস্তান, গুয়ান্তানামো বে, গাজা-ওয়েস্ট ব্যাংক— এই অঞ্চলগুলির নাম শোনেননি। আমেরিকার ডিফেন্স মিনিস্ট্রি, ওয়েপন অ্যান্ড অ্যামিউনিশন ইন্ডাস্ট্রি কিংবা মর্গেজ ইন্ডাস্ট্রির কর্মপদ্ধতির ব্যাপারেও বোধহয় তাঁরা একেবারেই অজ্ঞ। পৃথিবীর বিভিন্ন উন্নত দেশের আভ্যন্তরীণ প্রতিষ্ঠানের স্বার্থে যে অনেক গরীব দেশের মানুষ পরোক্ষভাবে অত্যাচারিত এবং বঞ্চিত হয় (ঊনবিংশ শতকের ক্যারিবিয়ান দ্বীপপুঞ্জের আখ চাষী কিংবা বর্তমান শতকে বাংলাদেশের গার্মেন্টস কর্মীদের কথা চিন্তা করুন)— এই বহুল-আলোচিত বিষয়টিও তাঁরা বেমালুম চেপে গেছেন। তাঁরা উন্নত দেশগুলির উন্নয়নকামী বুদ্ধিমত্তার প্রশংসা করেছেন, কিন্তু প্রদীপের নিচে অন্ধকার অঞ্চলগুলিকে মনে রাখেননি (অথবা রাখতে চাননি, নিজেদের “অভিনব” তত্ত্বকে প্রতিষ্ঠা করার উদ্দেশ্যে)।

সবচেয়ে আশ্চর্য কথা হলো, তাঁরা ভারত এবং চিন নামক দুটি বৃহৎ দেশের জটিল অর্থনৈতিক পরিস্থিতিকে নিজেদের তত্ত্বের ভিতর ঢোকাতে ভুলে গেছেন। অর্থনৈতিক সমৃদ্ধি মানেই যে মানবিক সমৃদ্ধি নয়, অর্থনৈতিক স্বাধীনতা এবং রাজনৈতিক স্বাধীনতার মধ্যে যে আকাশ-পাতাল পার্থক্য থাকতে পারে, এমনকি একটি তথাকথিত উন্নত দেশের অগণিত মানুষ যে অভুক্ত কিংবা বাসস্থানহীন থাকতে পারে (ভারত কিংবা চিনের মতো উন্নয়নশীল দেশের কথা বাদ দিই, জার্মানির মতো উন্নত রাষ্ট্রেও ২০২৪ সালের হিসেব অনুযায়ী প্রায় বাইশ হাজার শিশু সরাসরি রাস্তায় বসবাস করে), এইসব গুরুত্বপূর্ণ বিষয়গুলিকে এবারের নোবেল লরিয়েটরা আলোচনার উপযুক্ত বলেই মনে করেননি! বর্তমান পৃথিবীতে ভারতীয় কিংবা চৈনিক অর্থনীতির গতিপ্রকৃতিকে অগ্রাহ্য করে অর্থনীতির কোনো আলোচনা কি চলতে পারে? এরকম সুবৃহৎ অর্থনীতি যে extractive-inclusive তত্ত্বের সরল রাস্তায় চলতে পারে না (উদাহরণ : ভারত), কিংবা এই রাস্তায় না-চলেও হাতেকলমে প্রভূত রাষ্ট্রীয় সম্পদ সৃষ্টি হতে পারে (উদাহরণ : চিন কিংবা সৌদি আরব), কিংবা একটি রাষ্ট্রের inclusive-পৌষমাস যে অন্য রাষ্ট্রের extractive-সর্বনাশের কারণ হতে পারে (উদাহরণ : আমেরিকা-আফগানিস্তান), এইসব আলোচনা এই বইতে খুঁজে পাওয়া যাবে না।

এই তো গ্যালো অর্থনীতির দিক দিয়ে এই তত্ত্বের কয়েকটি খামতি (আরো আছে, কিন্তু এখানে লেখার জায়গা নেই)। কিন্তু এই তত্ত্বের সবচেয়ে উন্নাসিক ত্রুটিটি কিন্তু অর্থনীতি-সম্পর্কিত নয়। একটি রাষ্ট্রের উন্নতির পিছনে রাষ্ট্রটির ভৌগোলিক অবস্থান, পররাষ্ট্রগত জটিলতা, ঐতিহাসিক বাধা-বিপত্তি, কিংবা পরিবেশ/জলবায়ুগত ভূমিকা থাকতে পারে— এই বিষয়গুলো সম্পূর্ণ অস্বীকার করা হয়েছে। ১৪৯৮ সালে মশলার লোভে ভারতে এসেছিল ইয়োরোপীয় লুটেরা বণিকরা, তাদের সঙ্গে প্রবেশ করেছিল ঔপনিবেশিক সাম্রাজ্যবাদ। দুশো বছর ধরে সেই ঔপনিবেশিক শক্তি ভারতের রাষ্ট্রীয় সম্পদকে যথেচ্ছ লুণ্ঠন করেছিল। বিদায় নেওয়ার আগে সেই সাম্রাজ্যবাদীদের দুষ্টচক্রান্তে ভেঙে দুই টুকরো (পরবর্তীকালে তিন টুকরো) হয়েছিল ভারতীয় উপমহাদেশ। টুকরো হওয়া তিনটে দেশের অর্থনীতি আজও বহন করছে সাম্রাজ্যবাদী অভিঘাতের ক্ষতচিহ্ন (২০২৩ সালে ভারতের প্রতিরক্ষা বাবদ খরচ হয়েছিল প্রায় ৬ লক্ষ কোটি টাকা, অথচ স্বাস্থ্য বাবদ খরচ করা হয়েছিল মাত্র ৯০ হাজার কোটি টাকা— ভারতের মতো উন্নয়নশীল দেশের জন্য কোনটা বেশি প্রয়োজন? দেশের মানুষের সুস্বাস্থ্য নাকি গোলাবারুদ?) বাংলাদেশের বর্তমান অর্থনৈতিক সংকটের পিছনে রয়েছে ভারতের বেশ কিছু পরোক্ষ এবং প্রত্যক্ষ হস্তক্ষেপ। আবার ভারতের হস্তক্ষেপের পিছনে খুঁজলে পাওয়া যাবে পাকিস্তানের সঙ্গে (সুতরাং চিনের সঙ্গেও) তাদের ঐতিহাসিক দ্বন্দ্বের যোগসূত্র।

উপরে উল্লিখিত উপমহাদেশীয় ইতিহাসের পরিপ্রেক্ষিতে আমাদের নোবেল লরিয়েটদের কাছে এবারে কয়েকটা প্রশ্ন করি : সাম্প্রতিক জুলাই আন্দোলনে শারীরিক আঘাতজনিত কারণে ক্ষতিগ্রস্ত একজন বাংলাদেশি ছাত্রের অন্ধকার অর্থনৈতিক ভবিষ্যতকে তাঁরা নিজেদের extractive-inclusive তত্ত্ব দিয়ে কীভাবে বিশ্লেষণ এবং সমাধান করবেন? প্যালেস্টাইনের মতো একটি অত্যাচারিত রাষ্ট্র আপনাদের এই তত্ত্বটি প্রয়োগ করে কীভাবে সুষমভাবে পরিচালনা করবে তাদের রাষ্ট্রীয় প্রতিষ্ঠানগুলোকে? ভারতের মহারাষ্ট্র এবং হরিয়ানা রাজ্যের দুজন ছাত্রী— যাদের একজন ব্রাহ্মণ (যিনি মহারাষ্ট্রের) এবং আরেকজন দলিত সম্প্রদায়ভুক্ত (যিনি হরিয়ানার)— বিশ্ববিদ্যালয় পর্যন্ত দুজনের অ্যাকাডেমিক রেকর্ড যদি হুবহু একই হয়, ওহে নোবেল লরিয়েটগণ, আপনারা কি জানেন, তবুও তাদের একজনের ভবিষ্যত হতে পারে উজ্জ্বল এবং আরেকজনের নিকষ অন্ধকার? (যদি ভারতীয় উদাহরণ পছন্দ না হয় তাহলে আপনাদের উন্নত দেশ আমেরিকা থেকেও উদাহরণ দিতে পারি)। এবং এই অন্ধকার কিংবা উজ্জ্বল হওয়ার সঙ্গে রাষ্ট্রীয় অর্থনীতির কোনো সম্পর্ক নেই!

রাষ্ট্রীয় উন্নয়ন নামক মারাত্মক জটিল সমীকরণটির একটি জলমেশানো ইউটোপিয়ান বিশ্লেষণকে এবারের নোবেল পদক দ্বারা পুরস্কৃত করা হয়েছে। ব্রাভো!

Acemoglu succeeds at providing insight into his titular question in this book. Though his extensive use of historical context can be dry at times, if you manage to power through it, you will be rewarded with a greater understanding of the world. This read certainly made me think about the institutional differences across nations in a much more deep, deliberate manner.

Education education education

The big revelation of this book is that nations with absolutist governments that are ruled by greed and exploit their populations won't prosper. Who would have thought? That's not necessarily how the authors phrase it, but that's my takeaway. They would phrase it as: Nations with inclusive economic and political institutions fare better than nations with extractive economic and political institutions.

They are very dismissive of the claim that geography, biogeography and climate are fundamental reasons for why some societies fare better than other. Yet they don't really explain what causes inclusive healthy societies to originate in the first place. The bottom line could be, that economic and political systems are complex, and once they are established, they are hard to course-correct.

Nevertheless this is an interesting read. I don't have an issue with the content, rather with how they frame it as a novel take. It has some structural issues, as the second half with the case studies feels way too long.

Once extractive exploitative power structures are in place, it's hard to escape them. In a vicious cycle, tyrants are expelled only for a new power elite to emerge. That's why so many ex-colonial nations are failing. The colonial powers left behind a system built on the exploitation of nature and people, that simply falls into the hands of the next power-hungry rulers.

Despite exploitation enabling some growth, extractive institutions ultimately will stagnate, as they are blocking any attempts at bottom-up innovations. Innovations are drivers of creative destruction. Old industries must fall for new to emerge, and the current elite and their friends have all their money invested in the old industries. Similarly innovation won't happen, if no one is given the incentive to invent.

gave it five stars because it just checks all the boxes for me- it has history, amateur level economics, and some psychology. I really enjoyed it and got new perspective on politics

A really good book that covers what it wants to say in an easy way and understandable way even for non-economics or politics ‘masters'. The theories that present make sense and are backed by dozens of real-life examples that are taken all over the world and all over the course of history.

Through reading it you can easily compare it with the situation in your country and make compares if your country is doing the right things or the wrong ones. So, a very insightful book that gets stuck in your mind with its examples and you can even use it when discussing with others about the topics of economy, power, poverty, centralized state, etc. Highly recommended if you are interested in these topics.

You could summarize this (and answer the question in the title) into: due to extractive political and (subsequently) economical institutions. But then you would miss most of the fun in reading thorough examples and detailed rhetoric of why that is the case.

This book tries to give an answer to why certain civilisations/states succeed while others don't. Unlike the well-known cultural theory it focuses on the way the state organises its institutions towards the citizens. Authors argue, that states based on inclusive institutions will always succeed in the long term over states where those institutions are created to serve a little group of a privileged class on the expense of the rest. The theory and the arguments presented are very compelling and described in a variety of angles. Sometimes, however, I felt as if some of them (arguments) were not very consistent and made more to prove the case. Also at the beginning of the book the Jared Diamond's theory from ‘Guns, germs and steel' (called the geographical theory) is somehow misunderstood or misused in my opinion, as they try to oppose it by the means of generalising over a universal period of time (it is applicable only to pre-globalisation/pre-conquests world).
The most important lesson coming from this read is how politics and institutions forming the state impact (in a mid-long term) our lives. It also puts the current political affairs into an interesting perspective (for example the intents on politicising institutions like courthouses in various countries) and its possible outcomes in the future.

Very technical book. Even though this book discusses an interesting theory the understanding of it is rendered very difficult.

The authors make many references to developing economies and their history which makes it difficult to follow for the average reader.

For instance, sometimes politicians from small nations are introduced in the book and then later referred only by name without any reminders of the context or the country they are from.

However, there are some interesting anecdotes which will make you feel lucky to live in a developed country.

The book gave me a deeper understanding of history, its causalities but also its coincidences. I particularly enjoyed the “critical juncture” explanations with thought experiments on how history could've turned out e.g. if the British crown wasn't so reliant on its merchants (who eventually turned its society towards pluralism). Fascinating, although at times a bit too eager to prove the theory by abundant examples. Practical, since it lends perspective on current actions of the IMF, NGOs and how we should treat China as well as the third world nations.
