nothing happens until the last 5% of the book!? what was the point of this

I think I'm focusing too much on the Devlin thing because now every time I read his name I fight the urge to roll my eyes.
Also, Amelia is turning into more of a catalyst than person who actively does anything to fix the problem, BUT this book she did have a more active role...

I only have the one book left in the series which is why I'm going to read it. I hope everything will make sense.
