For the most part this is a book that details the nitty gritty points of a battle much like during another assault earlier in the series. There are 2 minor plot points (introducing a handful of side characters and a plot device) that are explained or introduced in a nice manor, but they are mentioned in the next book and their details are seemingly glossed over. If you have to skip a book in the series make it this one. However, the action is good, the details are interesting and it's nice to see the names we know in action.

It's a great book if you skip the rambling and crazed talk that occurs in Part 1 and go to the interesting world building and tone setting of Part 2. Sure, you can get into the mindset of one of the "savages", but it'll leave you with a migraine. I only made it about 3 chapters before I couldn't stand it anymore.
