How are there reviews of a book that's completely unreleased, possibly unwritten, and that may never be published? Even more, how are there reviews that are 2-4 stars?

I can imagine some people giving a hopeful, prospective 5 star review for what the book will be, or a 1 star review because the book they wanted isn't out, but how do you give an unpublished concept 2 stars?
