Black halo

Does this series ever actually...you know...go anywhere? I read the first book, thought the characters were interesting. The second book comes around, finished it....and the characters are. exactly. the. same. No development, no changing their minds about anything. Nothing changes. I finished this book and refuse to read the third. What's the point?
