In early 1900s New York, biochemist Doctor Rosalind Werner works to champion a water delivery technology that will fight water-borne illnesses. The fight brings her into contact, and conflict, with newly appointed Commissioner of Water, Nicholas Drake. This was really interesting and was one of my favorites of Camden's stories. It helped that the hero was a decent guy who occasionally got annoyed rather than being a nasty-tempered fellow like some of the other recent ones.
The two leads have a common goal (clean drinking water) but differing aims to get there. In the quest to make sure their town gets clean water, he favors filtration and she favors chlorination, pointing out that filtration is good only until floods come and overwhelm it. It's a race to prove whose method is the right one ahead of the plans for a new reservoir to supply the town with water.
